KAYS Project Closing Meeting was Held

The Development Agencies Management System (KAYS) Project Closing Meeting was held on 29 March 2017 Wednesday at The Green Park Hotel in Ankara under the coordination of the Ministry of Development and TÜBİTAK BİLGEM Software Technologies Research Institute (YTE).

Undersecretary of the Ministry of Development, Cüneyd DÜZYOL; Undersecretary of the Ministry of Economy, İbrahim ŞENEL; Deputy Undersecretary of Ministry of Development, Mr. Fatih HASDEMİR; President of TUBITAK BİLGEM, Prof. Dr. Hacı Ali Mantar; General Secretaries of Development Agencies; and senior executives of public organizations have participated to the Project Closing Meeting.

Project closing meeting have started with opening speeches given by President of TUBITAK BİLGEM Prof. Dr. Hacı Ali Mantar and Undersecretary of the Ministry of Development Cüneyd DÜZYOL. KAYS Project Manager Mr. Ender ÖZMEN from TÜBİTAK BİLGEM YTE, has shared information about the activities carried out, the best practice examples in the Project and the achievements achieved through the implementation of the Project.

In the last part of the meeting, a panel on "Kamuda Yönetim Bilgi Sistemleri" was organized under the supervision of Mustafa IŞIK, the President of Monitoring, Evaluation and Analysis under Ministry of Development. Director of Research Institute of Software Technologies Cemil SAĞIROĞLU from BİLGEM YTE, Head of Information Society Department Furkan CİVELEK from Ministry of Development, Head of Department of Impact Assessment Mehmet DUYAR from Ministry of Science, Industry and Technology, and Head of Project Implementation Unit of East Marmara Development Agency Şevket KIRICI participated to the panel as a speaker. In the panel, information on the use of the management information system in public sector and the achievements about project experiences are shared. In this context, the factors affecting the success of IT projects were explained by Cemil Sağıroğlu; It was stated that IT projects are not merely projects that involve IT departments and that the ownership of business units significantly impacts project success; It was also mentioned that the criterion of "ensuring customer satisfaction" is added to  the criteria list consisting of criteria of "timely", "on budget", "scope" for the successful completion of the projects  in the recent period.
