Publicity meeting was held on December 28, 2016 for the Public ICT Projects' Proposal Preparation Process Improvement Project (KABİT) conducted in cooperation of TÜBİTAK BİLGEM Software Technologies Research Institute (YTE) and Ministry of Development, Information Society Department. Developed process for public ICT projects' proposal preparation and new guides planned for common use has been shared with heads of information technology and strategy development departments of public institutions.
Opening remarks by Furkan CİVELEK, Head of Information Society Department, Ministry of Development, Information Society Department and Cemil SAĞIROĞLU, Institute Director of the TUBITAK-BILGEM-YTE, followed by Cemil SAĞIROĞLU delivered a speech on the importance of the guidance mechanisms for digital government ecosystem and TÜBİTAK’s vision and mission on this subject. Detailed information about the project was shared through the presentations made by the project team, and the meeting was successfully completed with the appraisal of the participants.
The Project aimed to improve capabilities to propose public ICT investment projects, to assess proposed projects, and to monitor approved projects in investment program. In this context, existing guide for public ICT projects' proposal preparation was restructured, ICT investment types were determined, supplementary guides for filling in application forms have been prepared and studies have been carried out to improve the evaluation and monitoring processes of project proposals in light of the requirement analysis.
The study will be finalized through pilot studies as a part of the investment program for 2017. It is aimed to improve capabilities in public organizations and efficient usage in public resources with the guides consisting of information and alternative suggestions to sufficiently and effectively propose projects.
