“Digital Maturity Model and Guidance Project” event took place in Ankara, Turkey on January 19, 2017 which was organized by TÜBİTAK BİLGEM Software Technologies Research Institute (YTE).
Opening remarks were delivered by Prof. A. Arif ERGİN, President of the TÜBİTAK, in which he emphasized the importance of acquired digital capabilities in public administration, continuing guidance mechanisms and digital maturity models to boost IT projects performance in public sector.
The session continued with introductory speech by Cemil SAĞIROĞLU, Institute Director of the TÜBİTAK-BİLGEM-YTE. delivered a speech on the conducted projects such as Usability and Accessibility of Public Sector Websites (KAMİS), Public ICT Projects' Proposal Preparation Process Improvement Project (KABİT), Digital Maturity Model and Guidance Project (DOMR) that serve as one of the YTE’s strategic objectives as framed “developing reference models and guides, and offering guidance in order to enhance required capabilities in informatics ecosystem”.
The event proceeded with three presentations;
- “e-Government Maturity Assessment based on EA & Best Practices in Korea” by Ki Byoung KIM, Director of Global e-Government Division, Ministry of Interior, Korea.
- “Digital Maturity Model and Guidance Project (DOMR) and Deliverables” by Nuriye ÜNLÜ, Project Manager, TÜBİTAK BİLGEM YTE.
- “Past, Present, and Future of IT Audit+ System” by Prof. Dr. Ho Yeol Kwon, Kangwon National University, Korea.
Within the scope of the Project, Digital Maturity Model is developed which takes into account the national policies in digital government and requirements of public administrations, as well as international models, and compliant Operations and Maintenance Guide is prepared in order to improve institutional digital capacity.
Digital Transformation Online Portal, www.dijitaldonusum.gov.tr, is opened in order to improve ecosystem awareness and knowledge exchange in digital transformation domain.
Given below actions of the 2016-2019 National e-Government Strategy and Action Plan will be supported:
- E1.1.4-Preparing and Updating of e-Government Ecosystem Guidelines
- E1.1.6-Developing Assessment Mechanism for National e-Government Maturity Level
The event was attended by 202 representatives of Turkey d-Government ecosystem including government, private sector, university and NGOs.
In the following period, guides to cover all areas of competence will be prepared and guidance mechanisms will be established. The Guides will be accessible to all stakeholders and made available to the ecosystem via the Portal, www.dijitaldonusum.gov.tr, for common use. It is also envisaged to organize training programs, meetings and workshops to promote the use of the Guides.
